There is probably no tougher Sheriff in America than Sheriff Joe Arpaio of Maricopa County Arizona. He is a no nonsense sheriff with a zero tolerance policy. He is the founder of tent city in Arizona and has chain gangs of prisoners. The prisoners where thick black striped pants and shirts and they are also issued pink boxer shorts and pink flip flops.
